About the Program:


Earlier this year, the Premier released our new housing plan, Homes for Queenslanders (HfQ). To support the HfQ plan. To support the success of this important community initiative, The Service Modernisation Program (SMP) will deliver a comprehensive program of work which will:

  • improve the way vulnerable Queenslanders interact with our frontline services;
  • provide a single source of truth for data and;
  • provide us with the agility to respond to the changing needs of Queenslanders through reducing the complexity of our ICT ecosystem.

About the Role:

The Senior Procurement Officer will report directly to the Program Director and will be responsible for the overall delivery of procurement activities and development of related artefacts for the SMP.

  • Develop, influence and manage relationships with and between internal and external stakeholders, identifying cross government synergies and opportunities for collaboration in delivery of project and program outcomes.
  • Develop and implement the Program procurement strategy and plans, managing relationships with suppliers, negotiating complex contracts, ensuring procurement of goods and service at optimum value.
  • Coordinate and develop required procurement documentation to meet the requirements of the program and its projects. Ensure market analysis and supplier evaluation includes analysing value, scalability and sustainability and documenting recommendations to Program Sponsor, Program Directors and Project Managers.
  • Ensure adherence to departmental procurement policies, regulations and standards, managing procurement risks and providing artefacts for gated assurance requirements.
  • Establish procurement budget forecast and work with Program Finance and Project Managers to align terms. Seek cost saving opportunities and ensure procurement activities align with program yearly financial plan.
  • Fosters a collaborative and inclusive environment for program and project staff.
  • Complete additional activities and tasks as required by the Program.

Experience:

  • A Bachelor's degree in a relevant field, such as Business Administration, Supply Chain Management, or Procurement. Additional Procurement Certification or Accreditation highly regarded
  • Minimum 5 years of procurement experience, preferably in technology-related projects. CRM and/or Microsoft end to end procurement highly regarded
  • Working knowledge of the Queensland Government's Procurement Framework, processes, policy, and legislation preferred
  • Familiarity with tender and contracting procedures and contract management processes.
  • Familiarity with digital tools, cloud services, and software licensing.
