Working as part of a large program of work, the Change Analyst ( Learning and Development ) is responsible for designing and delivering a comprehensive capability uplift strategy to support external and internal stakeholders across the education, RTO and government industry, ensuring they are equipped with the knowledge, skills, and tools required to successfully transition to a modernised data environment that improves data quality, consistency, and timeliness.
Key Responsibilities include:
Learning Strategy & Capability Framework
- Develop and implement an end-to-end learning and capability strategy.
- Define capability frameworks across stakeholder groups (e.g., RTOs, SMS vendors, regulators, internal teams).
- Identify skill gaps and training needs related to data standards, reporting processes, and system usage.
- Design high-quality, accessible learning solutions including eLearning modules, instructor-led training, webinars, and workshops.
- Ensure learning materials cater to diverse audiences with varying levels of technical and data literacy.
- Lead sector-wide capability uplift initiatives to support adoption across all jurisdictions and stakeholders.
- Deliver training sessions, roadshows, and program showcases to build awareness and readiness.
- Partner with stakeholders to embed learning into business processes and operational practices.
- Establish and maintain a centralised knowledge hub for learning resources, tools, and guidance materials.
- Continuously update content to reflect evolving standards, systems, and policy changes.
- Promote a culture of continuous learning and data literacy across the sector.
- Design and implement evaluation frameworks to measure effectiveness of training and capability uplift activities.
- Use feedback, data analytics, and adoption metrics to refine learning approaches and materials.
- Identify emerging learning needs and adjust strategies to support ongoing sector transformation.
- Work closely with program delivery, data quality, customer support, and technical teams to ensure alignment of learning with system and policy changes.
- Support broader change management activities by embedding structured learning pathways into transition plans.
- Provide L&D expertise into program governance, releases, and stakeholder communication strategies.
Skills and Experience required include:
- 5-10+ years of experienced in learning and development (L&D), capability uplift, or organisational development (OD), ideally in large-scale transformation programs.
- Expertise in instructional design and adult learning principles, including digital and blended learning approaches.
- Experience designing training for data, systems, or regulatory environments.
- Ability to translate complex technical concepts into clear, engaging learning content.
- Strong stakeholder engagement and facilitation skills across diverse audiences.
- Experience in evaluating training effectiveness and driving continuous improvement.
