About the role

Change Management Officers can bring different specialist skillsets to focus on the impact of change. They aim to minimise the negative effects and maximise the benefits of organisational change. This often involves focusing on the 'human factors' of change - identifying the impact on people, achieving 'readiness' for change, and mitigating risks to adoption and usage. It also includes working as part of a multidisciplinary team to ensure good project communications and good project engagement to drive overarching project success.

The Information Services Division provides both a waterfall and agile approach to organisational change management, each with supporting tools and templates. The resource is expected to use these to create consistency, increase change management maturity and deliver rapid, fit-for-purpose adoption and usage solutions. Change Management officers are supported in their role and will not necessarily be in a 'lead' position, therefore we encourage all applicants with strong skillsets in the following areas to apply:

  • Organisational Change Management (emerging through to experienced)
  • Change Impact Analysis and the identification of Change Particulars
  • Change-Communications and mapping of Change Stories
  • Learning and Support Solutions
  • Stakeholder Engagement
  • Workforce Management and Design

Resources will form part of the Information Services Division Change Management Competency and be allocated as required to project teams. At times resources are used across multiple projects based on the skillset required during the project phases.

About You

Key Responsibilities

  • Perform method adoption discussions with project managers/teams to agree on adoption and usage goals, identify risks to adoption and usage via high level impact analysis, that will ultimately inform the change management activities that will be delivered as part of the project.
  • Be able to be flexible in the delivery of change management activities and find the fit-for-purpose set of activities for available resourcing.
  • Work collaboratively with the Projects Manager to integrate change management activities into project plans.
  • Develop and implement all of the outputs agreed in the schedule of change management activities for example:
  • Produce the Initial Change Management Blueprint required for the project
  • Method Adoption Discussion
  • Change Impact Analysis (high level or detailed as required)
  • Identification of Change Particulars
  • Agreement on Adoption and Usage Goals
  • Identification of risk to adoption and usage
  • Crafting of special tactics for high-risk audiences
  • Creation of the Change Management Activities Schedule of Activities
  • Implement the Adoption and usage Schedule of Activities
  • Developing change stories, strategic communications
  • Development of learning and support materials required
  • Development of key Message frameworks
  • Facilitating discussions or workshops if required
  • Driving sponsorship activities, coaching and whatever else is determined as required.
  • Tracking and reporting of activities in accordance with the project schedule
  • Adoption and Usage Report
  • Manage the transition to service
  • Identify and implement corrective actions
  • Metrics report against adoption and usage goals

  • Demonstrate ongoing commitment to participation to organisational Change management to ensure the maturity of change management competency across the Information Services Division and the Broader Department.
  • Be receptive to feedback and apply reflective practice to improve the delivery of outcomes for both Information Services Division and the broader Department.

You will have

  • Demonstrated experience in formalised OCM Methods, Approaches and Industry best practice (i.e. PROSCI, CMI, CMBoK) or demonstrated experience in APS or local level Government Department with an organisational mature change management approach.
  • Other Organisational Responsibilities
  • Adhere to all organisational policies, procedures, standards and practices.

Desirable Skills

  • Experience in an ERP program of work (SAP/Aurion/TechOne/Concur)
  • Strong experience in the transformation of data warehouse capabilities, experience in facilitating adoption of new data analytics tools, and the optimisation of related processes
